What is built first and what waits.

• Now: fee engine, versioned fee policy, cost summary, fee records. Fees are waived.
• After a token exists: holder detection, tiers and discounts.
• After real volume exists: treasury accounting, fee allocation, buyback mechanism, a public economics page.
• Later: creator referrals and network incentives.

A flywheel is not built before there are fees to feed it.
